This report presents the findings from an independent evaluation of the Norfolk Learning Communities Network (NLCN) carried out by the Hallmarks Evaluation Service during March 2006. It builds on evaluations conducted in previous years, with a particular focus on the impact and sustainability of the NLCN. The Norfolk Learning Partnership (NLP) commissioned this evaluation for inclusion on Hallmarks – the regional database (see: www.hallmarks.org.uk).
The report assesses progress in 2005/6 towards achievement of aims and evaluates the impact and sustainability of the NLCN.
A variety of research methods, both qualitative and quantitative, have been used to gather data that can be compared and contrasted. These include:
•Analysis of documentation and available data (e.g. statistics, interrogation of websites, previous reports)
•Semi-structured interviews conducted with key stakeholders.
